Welcome to RightCall’s web-based reporting portal.

Hobsons Bay City Council (HBCC) is committed to ensuring all forms of improper conduct within, by or against HBCC are identified early and dealt with quickly and appropriately.   RightCall has therefore been engaged to provide a multi-channel independent external reporting service, in addition to the internal reporting avenues available to the HBCC workforce, as well as council’s vendors and clients (ratepayers / residents of HBCC). 

How does it work?

RightCall empowers employees, vendors and clients to disclose confirmed or suspected improper conduct directly to an independent third party.  RightCall will pass-on to the HBCC senior executive any and all information provided about confirmed or suspected improper conduct.   There is no attempt made by RightCall to validate information received prior to passing it on.   RightCall is your direct channel of communication to HBCC’s senior executive on improper conduct matters. 

Disclosers can remain anonymous if they wish or can remain anonymous to HBCC while disclosing their identity to RightCall.   Disclosers can make a Public Interest Disclosure (PID) within the meaning of the Public Interest Disclosures Act 2012 (PID Act) if they wish or declare instead that their disclosure is not a PID.

Can I use RightCall to make a Public Interest Disclosure?

Yes.   The Public Interest Disclosures Act 2012 (PID Act) provides statutory protection for disclosers who make a Public Interest Disclosure (PID) as defined by the PID Act.

RightCall call centre personnel have been appointed ‘permitted persons’ within the meaning of Schedule 2 of the PID Act under HBCC’s Public Interest Disclosure Policy.    RightCall is therefore authorised to receive and pass-on PIDs in relation the conduct of Council or of a member, officer or employee of Council. PIDs about improper conduct by Councillors or the Chief Executive Officer cannot be made to RightCall (or indeed to Council itself) and must instead be made to the Independent Broad-Based Anti-Corruption Commission (IBAC) or the Victorian Ombudsman (see below for further information).

Disclosures about improper conduct by Councillors or the Chief Executive Officer

Under the PID Act, Public Interest Disclosures about improper conduct by Councillors or the CEO must be made directly to the Independent Broad-Based Anti-Corruption Commission (IBAC) or the Victorian Ombudsman.  

To make a disclosure to IBAC, phone 1300 735 135 and request a form be posted to you, or complete the secure online form, or download a complaint form from IBAC’s website.

What happens to the information I provide to RightCall?

The information you provide in the data input form on this page will be encrypted and held securely by RightCall.   The information will only be accessible to RightCall.

RightCall will review the information you provide and, where required and where possible, may contact you to clarify some of the matters you have raised.   RightCall will not however seek to validate any of the information you provide.  

Having reviewed the information and sought any further information from you (if required and if possible), RightCall will prepare an encrypted and password protected report in a format agreed with HBCC and will securely forward it to one or more pre-determined senior executives within one business day of the time you submit your disclosure.  

If you have chosen to make a PID, the information you provide will only be sent to an authorised HBCC PID Coordinator / PID Officer as designated under the HBCC Public Interest Disclosure Policy. 

How can I make a report?

Web-based disclosure via this portal is one of six alternative external reporting channels provided by RightCall.   As an alternative to making your disclosure online via this portal, you may instead make a disclosure via any of the following channels:
